Licence conditions (59)
- During the summer and New Year season a minimum of one member of door staff will monitor entry within the reception area. They will be stationed here from 1900 (at least) until licensable activities cease.
- Door staff are to refuse entry to any persons after 2230 with the exception of people in the following categories: people staying at Stanwix Accommodation, people occupying a touring pitch at Stanwix, tenants and leisure centre membership holders and pre-sold ticket holders.
- There will be no entry to the premises on August Bank Holiday Monday after 1800 with the exception of the people in the following categories: people staying at Stanwix Accommodation, people occupying a touring pitch at Stanwix, tenants and leisure centre membership holders and pre-sold ticket holders.
- We currently operate within and alongside our local area Pubwatch scheme. We operate a strict Challenge 21 policy in terms of alcohol sales.
- SIA door supervisors are employed throughout our summer season and over the New Year period monitoring all admissions as well as behaviour and conduct throughout the complex.
- We have a good relationship with the local police who do “call-in” to our premises regularly.
- We will not hold any boxing and wrestling events without giving a minimum of 28 days’ notice to the Licensing Authority and Cumbria Constabulary. REPLACED BY MINOR VARIATION, 11 NOVEMBER 2016
- SIA door supervisors are present during peak times.
- First aiders are always available and we have trained staff to operate our on-site defibrillator machine. REPLACED BY MINOR VARIATION, 11 NOVEMBER 2016
- All staff members are inducted on the 2003 licensing act.
- Senior staff members are in communication via 2-way radios and all areas of operation are contactable by the internal phone system.
- Anyone found to be misusing the complex will be asked to leave.
- Zone A will be monitored and all admissions controlled by staff members during all times of operation. No glass is to be permitted within this area.
- We have a fully operational CCTV system installed throughout the complex and outside around the entrance to the complex, the car park and the premises. The system records 24 hours a day. REPLACED BY MINOR VARIATION, 11 NOVEMBER 2016
- All on duty staff have a duty of care to report any irregularities in behaviour or conduct to senior management immediately.
- All persons under the age of 18 must be accompanied by a parent or legal guardian over the age of 21 when using the complex after 1900.
- Our strict Challenge 21 policy which is displayed on the premises and in our brochure extends to all proxy sales. Staff who suspects any proxy sales are to report their suspicion to senior management immediately. CONDITIONS ADDED BY MINOR VARIATION, 11th NOVEMBER 2016
- We will ensure that CCTV cameras are located within the premises to cover all public areas including all entrances and exits.
- We will ensure that CCTV cameras are located on the exterior of the premises to cover the main public access route onto the complex, the front car park and public areas located in the vicinity of the main entrance prior to accessing the complex.
- The system will record clear images permitting the identification of individuals in any light condition and all recorded footage will be securely retained for a minimum of 28 days.
- The CCTV system will operate at all times while the premises are open for licensable activities with an accurate time and date logged. The system will be password protected.
- Members of trained staff will be available at the premises during operating hours to provide viewable copies on request to police or authorised local authority officers as soon as is reasonably practicable in accordance with the Data Protection Act 1998.
- We will keep an incident log at the premises for at least 12 months. This will be available on request to the police or an authorised officer of the licensing authority. We will record details of the following:
- All crimes reported to the venue, or by the venue to the police
- All ejections of patrons
- Any complaints received
- Any incidents of disorder
- Seizures of drugs, offensive weapons, or any other items
- Any faults in the CCTV system
- Any refusal of the sale of alcohol
- Any visit by a relevant authority or emergency service
- A Resort Security team will be on duty whenever the complex is open from 1800 until the complex has closed that will comprise of a minimum of 2 SIA door supervisors who are in radio contact with each other and with the entertainment venues and bars located within the holiday centre.
- There will be a minimum of 2 SIA door supervisors on duty at the complex for all pre planned events held in any of the function rooms on our premises.
- We shall ensure that the following details for each door supervisor are contemporaneously entered into a bound register kept for that purpose:
- Full name
- SIA licence number
- The time they began their duty
- The time they completed their duty
- The full details of any agency through which they have been allocated to work at the premises if appropriate
- The register will be kept at the main reception at all times. It will be maintained as to enable an authorised officer to establish the particulars of all door staff engaged at the premises during a period of no less than 12 months prior to the request.
- All door supervisors will communicate instantly with one another by way of radio or other simultaneous system of communication.
- All door supervisors shall wear high visibility clothing to clearly identify them as door supervisors.
- We (as premises licence holders) will keep our own “incident report register” in a bound book, in which full details of all incidents dealt with by door supervisors are recorded. This shall be completed as soon as possible and in any case no later than the close of business on the day of the incident. The time and date when the report was completed, and by whom, is to form part of the entry.
- The register will be kept on the premises at all times and shall be produced to an authorised officer of the Licensing Authority or a constable when required and be retained for a minimum of 12 months.
- Bar staff training will include but not limited to the following:
- Relevant age restrictions in respect of all products
- Recognising signs of drunkenness
- How to refuse service
- The duty of care policy in place
- Company policies and reporting procedures
- Action to be taken in the event of an emergency, including the preservation of a crime scene and reporting an incident to the emergency services
- The conditions attached to the premises licence
- Documented training records will be completed for each member of staff. These will be available upon request of a police officer or an authorised officer of Allerdale Borough Council. Training will be regularly refreshed at no greater than 4 monthly intervals.
- There will be a personal licence holder on duty on the premises at all times when the premises are authorised to sell alcohol.
- No member of staff will consume alcohol whilst on duty.
- A minimum of 28 days written notice will be provided to Cumbria Constabulary prior to any boxing or wrestling events taking place at our premises.
- We will endeavour to work with Cumbria Constabulary to ensure we have an appropriate dispersal policy in place during the evening as well as at the end of the evening.
- We will have a documented Duty of Care policy for the managing of intoxicated and vulnerable customers at the premises. The policy will also include provision for persons refused entry to the premises who are considered vulnerable by staff.
- A qualified first aider will be on duty at all times that the premises licence is in use.
