The premises will not be open to the public therefore there will be no consumption of alcohol from member of the public on the premises.
Training The premises licence holder shall ensure that a training package is in place in order for all staff involved with the sale, supply or delivery of alcohol to be sufficiently trained in licensing matters proportionate to their role and aware of their responsibilities, including Challenge 25 and refusals. Particular attention should be paid to underage sales / ID verification and the refusal of alcohol sales to a drunk person. Records shall be kept of this training, dated and signed by the staff member and trainer. Refresher training shall be completed at least every 12 months again with documented records made and to be available for inspection by Police and other responsible authorities. A written record shall be retained at the premises to show the staff that have been authorised to sell alcohol. This shall be made available to the Police and other responsible authorities on request. The premises licence holder shall ensure that no alcohol shall be sold or delivered to a person who is drunk or disorderly or delivered to any premises where it is obvious that disorder or anti-social behaviour are occurring. No alcohol shall be sold as part of the 'delivery service' to any place that is not a recognisable dwelling or business address.
The premises licence holder shall ensure that 'delivery service' orders that include alcohol shall only be delivered or handed to a person who is 18 years of age or over. Identification will need to be shown on occasions where Challenge 25 applies to confirm the age of the recipient. Accepted forms of identification shall be passport, photo driving licence, or Proof of Age Standards Scheme (PASS) approved ID. Staff shall record the details of the type of identification where Challenge 25 applies that is produced by persons receiving alcohol. The details of the identification, the linked order, the name of the staff member delivering, the date and time of delivery, method of payment and the address for the delivery of alcohol shall be retained and made available to produce to the Police or other responsible authorities upon request.. All records including any changes to the original order shall be retained for no less than 12 months.
Refusals / incident books The premises licence holder shall ensure that a refusals book / incident book or log is maintained at the premises that will include any incident where underage or drunk customers are refused alcohol sales or deliveries and any other incidents of note that may occur. These records shall be retained for a minimum of 1 year and be made available to the Police and other responsible authorities upon request.
The business website which facilitates the sale of alcohol will require a confirmation the user is of legal drinking age to enter the site. Should they not meet the requirements to enter the site, the site will not user to enter and purchase alcohol.
Deliveries in a 10 mile radius will be carried out by the DPS who will use the Challenge 25 system to ensure deliveries are given to ensure minors are not receiving alcohol.
ID - Challenge 25 The premises licence holder shall ensure that a system is in place to ensure that every individual who appears to be under 25 years of age seeking to purchase or be supplied with alcohol at or from the premises, shall produce acceptable means of identification and age confirmation. Acceptable identification shall be a passport, photo driving licence or PASS accredited photo ID. If the person seeking alcohol is unable to produce acceptable means of identification, no sale or supply of alcohol will be made to or for that person.
