Licence conditions (19)
- A full event management plan will be in place for the event including stewarding and SIA security plan that covers the whole site and will be agreed and signed off by, the Safety Advisory Group and Joint Agency Group within 4 weeks of the event. Full stewarding plan will be submitted to SAG within the EMP as well as evacuation and crowd management plans
- The premises shall, at all times, operate within the confines of the agreed Event Management Plan.
- This Premises Licence permits the Licence Holder to conduct one, one day event per year. The first event to take place on Saturday 27th July 2019. The dates of any subsequent events must be agreed by the Safety Advisory Group and Joint Agency Group at least 90 days in advance of the event date. A draft Event Management Plan will be provided 90 days in advance of the planned event.
- All alcohol for sale on site will be dispensed into plastic or polycarbonate drinking vessels or other non-glass drinking vessels.
- A Personal Licence Holder will be on duty at each bar.
- All bars selling alcohol to be at the fixed sites as depicted on the deposited plan - there shall be no mobile alcohol sellers on site.
- There shall be a Drug Awareness Policy which shall include facilities in which to safely store any drugs seized from patrons.
- No alcohol shall be permitted to be taken off the site.
- The last admittance to the event will be at 2000 hours.
- Knockback or equivalent Challenge 25 scheme in place were all staff are trained prior to serving any age restricted products, training records to be kept for inspection by an authorised officer of the local authority. Challenge 25 posters to be on display in a prominent position where alcohol is sold.
- Access will be managed to the site, with full bag searches and stewards that will be fully briefed on their responsibilities to safety on the site.
- Event control will be in operation throughout the event, including directly linked to Merseyside Police Silver Command. Intelligence will be shared if and when it has been obtained.
- The site will be fenced and full bag searches will be in operation - no access will be permitted for people with alcohol, drugs, weapons or open vessels.
- Those which are illegal will have a zero tolerance approach and reported to the Police.
- A business/resident liaison service will be in place to restrict any issues with surrounding tenants.
- The event bars will close 1hr before the end of the event, followed by the programming to assist with the coordinated disembarkation of attendees at the end of the event.
- Full traffic management plans will be in place.
- A full safeguarding provision from 'Stay Safe' will be in place throughout the event.
- Programming to be deliberately tailored to ensure that the correct 'family friendly' atmosphere and demographic is attracted to the event, this will be monitored throughout the day.
