The Licensing Sub-Committee decided that the Premises Licence shall include the following conditions:
The hours the Premises shall be open to the Public are: • 0700 to 2300 Sunday to Thursday • 0700 to 0030 Friday & Saturday • From the end of permitted hours on New Year's Eve to the start of permitted hours on New Year's Day
Regarding the sale of alcohol: • the hours of operation for all aspects of the supply of alcohol be restricted to those which currently apply to the Club Premises Certificate: • 10.00 to 23.00 Monday to Saturday • 12.00 to 22.30 Sundays • Also from the closing time on New Year's Eve until the opening time on New Year's Day
Regarding the hours of operation in respect of the provision of late-night refreshment these will be restricted to: • Sunday to Thursday from 10:00 to 23:30 • Friday and Saturday from 10:00 to 00:30
Any alcohol supplied for consumption beyond the confines of the clubhouse (indoors) must be restricted until 20.00 as per the application and to: • 440ml cans of beer • 250ml cans of spirit based mixers • 187ml bottles of wine, prosecco or champagne
The provision for outdoor refreshment shall not use an audible means of announcing the service, with serving to finish at 20.00 hours.
The premises shall install and maintain a comprehensive CCTV system as per the minimum requirements of the Surrey Police Licensing Team.
The CCTV system shall:- a) continually record whilst the premises is open for licensable activities and during all times when customers remain on the premises; b) all recordings shall be stored for a minimum period of 31 days with date and time stamping; c) viewing of recordings shall be made available within a reasonable time period, upon the request of Police or authorised officer throughout the entire 31-day period.
A staff member from the premises who is conversant with the operation of the CCTV system shall be on the premises at all times when the premises are open. This staff member must be able to provide a Police or authorised council officer copies of recent CCTV images or data with a reasonable time period when requested.
Appropriate signage will be displayed, in a prominent position, informing customers they are being recorded on CCTV.
All staff responsible for selling alcohol shall receive regular training in the Licensing Act 2003. Written records of this training shall be retained and made available to Police and Council Officers on request.
An incident log shall be kept at the premises and made available on request to an authorised Officer of the Council or the Police. It must be completed within 24 hours of the incident and will record the following: a. all crimes reported to the venue b. all ejections of patrons c. any complaints received concerning crime and disorder d. any incidents of disorder e. all seizures of drugs or offensive weapons f. any faults in the CCTV system, searching equipment or scanning equipment g. any refusal of the sale of alcohol h. any visit by a relevant authority or emergency service
The email and telephone number of the Designated Premises Supervisor shall be made available and updated when necessary to the Woldingham Association automatically, and to local residents upon receiving a request.
Staff shall be given appropriate instructions and training to encourage customers to leave the premises quietly and not to loiter in the vicinity of the premises so as to minimise disturbances to local residents. The Designated Premises Supervisor and Staff to reinforce this message verbally.
Risk assessments (including a fire risk assessment) will be carried out at least annually for where licensable activities take place and following such risk assessment an action plan will be prepared and any additional action requirement(s) will be implemented.
Signs will be displayed around the premises requesting patrons leave the site quietly to respect the needs of nearby residents.
Noise or vibration from within the clubhouse shall not emanate from the premises so as to cause a nuisance to any noise sensitive premises nearest to the clubhouse.
Doors and windows to the outside shall be kept closed where necessary and to be closed from 23.00 except for ingress and egress.
A Challenge 25 proof of age scheme shall operate at the premises. Signage shall be displayed advising customers that the scheme is in place. All staff authorised to sell alcohol will be trained in the Challenge 25 scheme and this training will be documented and available to relevant authorities upon request.
