There will be no alcohol supplied for consumption on the starting grid. Kentagon The maximum number of persons to be seated during public entertainments shall be 200 seated and 400 dancing. The prevention of crime and disorder Co-operation with police in respect of large (5,000+) outdoor events including:
Preparation of drugs policy.
Crowd control policy major incident plan.
To use best endeavours to give at least 28 days notice of any major event to police and local authority.
No outside bar not under the control of the applicant will be allowed to operate unless proof is supplied that a personal licence holder is in charge of the bar on the day in question and accepts full legal responsibility for the operation.
All door supervisors carrying out a security role in licensable areas will be SIA registered and wearing appropriate badges.
Alcohol will only be served in toughened glass or plastic glasses or bottles in all outside public bars. The prevention of public nuisance The terminal hours proposed for outdoor events. Co-operation with authorities to ensure speakers in the grounds are sited in locations that will cause least impact to residents. Preparation of and adherence to Traffic Management Policy for Large Event days. The operation within the buildings/marquees will not impact on the community given the location of the car parks within the premises and the close proximity to main roads. The protection of children from harm These premises are not "relevant premises" within the meaning of s145 (4) Licensing Act 2003. The main purpose of these premises being as a tourist attraction providing both non-alcoholic and alcoholic refreshments and other facilities. Currently school parties (both British and from abroad) comprising person under 16 are allowed into the premises if accompanied by an adult - it is the case that teachers, tourist operators and parents will permit their children to roam free once inside the grounds. The premises are family friendly. No unusual risks of harm to children have been identified. No children are allowed into the lap-dancing venue and there is clear signage and door supervisors.
The prevention of public safety The following condition applies to licensable activities held in outdoor areas including temporary structures in such areas within the Brands Hatch complex as delineated on the plans lodged with the council:
Fire risk assessments will be prepared that can be adapted to different events from a pre-prepared generic format.
The premises licence holder will use its best endeavours to notify the fire authority of any changes 28 days before the event.
The premises licence holder will notify the licensing officer of the local authority of any large outdoor events to be held at the premises. (For the purposes of these conditions a large event is an event that is likely to attract more than 5,000 customers. By definition this figure excludes staff, sub-contractors, personnel from enforcement authorities and personnel in competitions and any other person who would not normally be considered a "customer" within the ordinary meaning of that word).
The Premises Licence Holder will appoint competent person(s) as defined by The Fire Regulatory Reform (Fire Safety) Order 2005, to carry out risk assessments.
5.The premises licence holders will put in place a management structure, to ensure that all systems of work and operations taking place within the outdoor licensable areas have such general fire precautions as will ensure, so far as reasonably practical, the safety of employees and others to the satisfaction of the applicant's appointed competent person.
