Licence conditions (24)
  1. This Premises Licence permits the licence holder to conduct one, one day event per year. Events must be agreed by the Safety Advisory Group and Joint Agency Group at least 90 days in advance of the event date. A draft management plan will be provided 90 days in advance of the planned event.
  2. A full event management plan will be in place for the event including stewarding and SIA security plan that covers the whole site and will be agreed and signed off by the Safety Advisory Group and Joint Agency Group within 4 weeks of the event. Full stewarding plan will be submitted to SAG within the Event Management Plan as well as evacuation and crowd management plans.
  3. All alcohol for sale on site will be dispensed into plastic or polycarbonate drinking vessels or other non-glass drinking vessels.
  4. All bars selling alcohol to be at the fixed sites as depicted on the deposited plan - there shall be no mobile alcohol sellers on site.
  5. There shall be a Drug Awareness Policy which shall include facilities in which to safely store any drugs seized from patrons. Drug amnesty bins will also be utilised.
  6. No alcohol shall be permitted to be taken off the site.
  7. Knockback or equivalent Challenge 25 scheme in place where all staff are trained prior to serving any age restricted products, training records to be kept for inspection by an authorised officer of the local authority.
  8. Challenge 25’ posters to be on display in a prominent position where alcohol is sold.
  9. Access will be managed to the site, with full bag searches. Stewards / security staff will be fully briefed on their responsibilities.
  10. The site will be fenced - no access will be permitted for people with alcohol, drugs, weapons or open vessels. The event will take a zero-tolerance stance and depending on circumstances will report matters to the Police.
  11. Event control will be in operation throughout the event, including a direct link to Merseyside Police Silver Command. Intelligence will be shared if and when it has been obtained.
  12. LCR Pride Foundation undertake to consult with businesses and residents.
  13. All supervisors of stewards will be SIA registered; all crowd management personnel will be trained to or studying towards NVQ Level 2 or equivalent or as necessary in accordance with guidance and legislation. The organiser will provide stewards to monitor and report on crowd behaviour and where appropriate take action using SIA staff.
  14. A detailed Crowd Management Plan will be submitted within the event document.
  15. To ensure public safety, LCR Pride Foundation will consult with the Safety Advisory Group on the plans for each activity in accordance with the relevant paragraph of the operating schedule of the licence. These plans will be developed through co-ordination with each agency. They have been developed to meet guidance contained within the Purple Guide and other guidance.
  16. A competent Safety Manager will be appointed to monitor all aspects of event and site safety and give advice and support.
  17. To prevent public nuisance ensure appropriate noise control levels are in place in accordance with the Code of Practice on Environmental Noise Control at Concerts.
  18. No other amplified sound is used.
  19. Site build and de-rig will be carried out with restricted noise levels as far as is reasonably practicable.
  20. Appropriate rest and welfare facilities will be provided for staff and public,
  21. a suitable and sufficient waste and cleansing programme.
  22. The organiser will ensure that local residents and businesses are consulted throughout the planning process to ensure their views are taken into consideration.
  23. To protect children and vulnerable persons from harm, separate facilities will be provided on site and staffed by at least two officials with DBS clearance.
  24. Records of children reported as missing or found will be collated to ensure appropriate levels of support are maintained. Where necessary, local authority staff will be contacted to provide additional specialist support.
