Licence conditions (23)
- - The Trustees and Committee of Kirkbampton Village Hall are focused on providing a valuable community asset and the addition of a bar will further enhance the enjoyment, flexibility and usability, potentially increasing the usage of the venue by the availability of a bar and at same time allowing us to develop financially as a charity and provide further worth to the community
- - We will ensure that there is a strict no -drugs policy on the premises whether or not alcohol is being served. Outside the alcohol licensing hours, drinks will be securely locked away, and all monies will be removed from the premises. We will ensure that we enforce a policy of Challenge 21 and we will not allow anyone working for and on behalf of the committee of the hall who is under 18 to sell alcohol to another person irrespective of age. We will ensure that the neighbourhood is kept as quiet as possible during and event and will encourage people leaving after dark to respect those people living in the area
- - We will ensure that fire exits are maintained and unlocked during any event to which the public is admitted test fire alarms and emergency lighting as per our usual rota, ensure that the environment for visitors and staff is kept tidy and safe at all times, ensure that the maximum capacity of the hall is not reached for any given events ensure that the carparks are stewarded when necessary and carry out periodic risk assessments and repairs as required
- - We will ensure that neighbourhood is kept as quiet as possible during an event and will encourage people leaving after dark to respect those people living in the area. We will encourage the participation of said neighbourhood in discussions regarding potential increased footfall and ensure that they feel involved and respected in the village
- - We will ensure that drinks are secured away at all times and not visible. All cleaning products and liquids will be secure. Children will not be allowed to collect alcoholic drinks from the bar for consumption by over 18s. We will ensure our Safeguarding policy is rigorously adhered to
- A tamper proof CCTV system will be maintained at the premises and shall be used to record during all hours that a licensable activity takes place on the premises and will be used to record images to assist in the identification of individuals during all hours that the premises are open to the public.
- The images recorded by the CCTV system shall be retained in unedited format for a period of not less than 31 days (subject to the Data Protection Act 1998). These will be available for inspection by authorised officers of the council and any police officer. A member of staff trained on how to work the CCTV and be able to download the content must be on duty during opening hours.
- The CCTV system must be maintained, and all equipment attached to it or the system dependant on, in full working order and any failure (camera / system) is reported immediately to the Licensing Authority / police.
- An incident book will be kept at the premise in which details of crime and/or disorder and refusals relating to the premises shall be recorded. The incident book shall contain the following details. a. time, date and location of incident. b. nature of the incident c. names, addresses and contact details of persons involved and brief description. If unable to obtain name and address a full description of person(s) involved. d. the result of the incident. e. each entry signed by the DPS, or other responsible person employed at the premises and so authorised by the DPS. f. The incident book will be reviewed at least weekly by the DPS and any required incident will be reviewed with an entry on steps taken to mitigate the incident happening again.
- The incident book shall be made available to police, or authorised officers of the licensing authority, upon request. Each entry shall be retained for no less than a period of 12 months from date of completion.
- All crimes committed within the premise must be reported to the police.
- The premises will have a zero-tolerance policy towards drugs misuse.
- A fire risk assessment will be completed to the satisfaction of Cumbria Fire & Rescue service.
- All firefighting equipment will be maintained in good working order.
- All fire exits will be always kept free from any obstructions, and no locks will be used, unless approved by Cumbria Fire and Rescue Service.
- All spillages and breakages within the premises will be immediately cleaned and signed by staff in a record kept for that purpose.
- When regulated entertainment is taking place all windows and doors will be kept closed to reduce any noise escape from the premises.
- No noise nuisance will be caused to neighbouring properties.
- Bottle bins will be emptied at a reasonable hour. Not after 10pm or before 8am.
- Challenge 25 shall be implemented, and a proof of age policy is to be applied with the accepted means of proof of age being: a. Passport b. Photo Driving Licence c. A recognised valid photo‐id card bearing the PASS hologram.
- Staff to be trained in the Challenge 25 policy.
- Challenge 25 Posters will be displayed near the entry door(s) and close to the point(s) of alcohol sale.
- Children will be required to always be supervised by a parent or guardian.
