General:-
The Kent County Agricultural Society will notify Kent Police, a minimum of 28 days before the event, of any events for over 5000 people which include licensable activities.
All security staff used at licensable activities will be licensed with the SIA.
The Kent County Agricultural Society shall install a PA system, covering the areas hatched black or outlined in blue on the attached plan, by January 2006.
The Kent County Agricultural Society shall require any organisation, sub letting any part of the licensed area for any licensable activity which includes the sale of alcohol, to nominate a Personal Licence Holder to authorise the sale of alcohol. The Kent County Agricultural Society will require sight of the personal licence for the nominated person and the licence holder will be made aware of acceptable proof of age schemes.
If deemed necessary, following a risk assessment, Kent County Agricultural Society will require the use of plastic glasses for outdoor events.
The Kent County Agricultural Society will produce and provide copies to the local Police Authority, Fire Authority and Licensing Authority, generic traffic plans, by March 2006, for the following vehicle numbers attending the County Showground:- a) Up to 5000 b) Between 5001 and 15000 c) Over 15000 Prevention of Crime and Disorder:-
Kent County Agricultural Society shall liaise with Kent Police to discuss any crime and disorder implications relating to licensable events, particularly for events involving large attendance levels. Public Safety:-
Kent County Agricultural Society shall carry out all measures identified in the generic plan attached to this licence. Public Nuisance:-
No more than 15 outdoor licensable events per year may be held.
Any regulated entertainment at an outdoor licensable event shall cease at 23.00hrs.
No more than 50 indoor licensable events, involving regulated entertainment and/or sale of alcohol per year may be held
Staff shall monitor noise levels during licensable activities to prevent nuisance to neighbours an will urge customers to leave the premises quietly. Particular attention shall be paid to noise levels between 00.00hrs and 07.00hrs. Protection of Children from Harm No additional Conditions Conditions for High-Risk Events (Boxing, Music/Festival, or Similar Events):- Security Staffing Requirements A minimum of 10 SIA-registered door supervisors shall be on duty. These staff must be present from at least 1 hour prior to public opening and remain until a minimum of 30 minutes after the premises closes to the public. Security Log Full name of each door supervisor SIA badge number Start and end times of their duty Body Worn Cameras Record both visual and audio data Are operated in accordance with the Information Commissioner's guidance on CCTV and surveillance Are used selectively, based on incidents or alerts, not continuous recording Footage shall be retained for a minimum of 31 days and made available to Police or Local Authority upon request Door supervisors operating such cameras must be trained in their use; evidence of such training shall be provided by the security provider or event organiser. Conditions of Entry Signage "It is a condition of entry that customers are subject to a security search, including the use of handheld search wands." The premises will notify the police if any guest or staff is found in possession of illegal drugs or offensive weapons. Search Procedures The named Event Organiser will ensure lawful searching of attendees. Anyone suspected of carrying illegal drugs or weapons shall be refused entry and reported to the police.
