- 1.The premises must install, operate and maintain a comprehensive digital colour CCTV system enabling facial identification of every person entering the premises and covering all public areas of the licensed premises, including all public entry and exit points. The CCTV cameras must continually record while the premises are open to the public and recording must be kept available and unedited for a minimum of 31 days with the date and time stamping. A staff member who is conversant with the operation of the CCTV system must be able to produce/download/burn CCTV images upon request by a Police officer or an authorised officer of the Licensing Authority. Any footage must be in a format that can be played back on a standard personal computer or standard DVD player. Where the recording is on a removable medium (i.e. compact disc, flash card etc.), a secure storage system to store those recording mediums must be provided.2. The premises licence holder shall ensure that no person shall be permitted to make a sale of any goods in the premises unless they have received training in the requirements of the Licensing Act 2003, their duties under the premises licence, to prevent underage sales, are aware of and prevent proxy sales, and maintain the refusals log. The premises licence holder or a nominated individual must ensure that they monitor staff to ensure their training is put into practice.3. Documented records of training completed shall be kept for each member of staff. Training shall be regularly refreshed and at no greater than 12 monthly intervals. Training records shall be made available for inspection upon request by a Police officer or an authorised officer of Colchester City Council.4. Alcoholic goods must not be purchased from sellers calling to the shop, i.e. door to door sellers.5. The licensee will immediately report to Trading Standards any instance of a caller to the shop attempting to sell alcohol.6.The premises and immediate surrounding area shall be kept
