Licence conditions (40)
  1. The Prevention of Crime and Disorder
  2. A Drugs Policy (Section 8 of the Misuse of Drugs Act 1971) shall be implemented.
  3. The Policy shall be reviewed annually and audited. All Staff will be trained in the Drugs Policy, which will also be auditable.
  4. 24-hour CCTV system shall be operational and in good working order, while the premises is operating under this licence. The images will be recorded and retained, they shall include points of sale pertaining to alcohol and shall also include the entrance, bar, lobby and external car parks. The system will be maintained and provided clear images, accurate dates and times the images were captured.
  5. CCTV images must be provided withing 48hours to any Police Officer, Community Support Officer or any other authorised person.
  6. Staff will be trained in the operation of the CCTV system to ensure the Police or authorised Council Officer, may immediately review the CCTV data footage at any time.
  7. An Incident Book shall be kept by the point of sale and record the date and time and circumstances of any challenge made in accordance with the Challenge 25" scheme. The details shall be recorded by any member of staff at the time of the incident and will be made in English.
  8. The Premises will operate a Challenge 25" scheme.
  9. The Incident Book will record any disorder, removal or other relevant incidents as they occur on the premises. The Incident Book must be kept on site at all times and will be made available for inspection upon request by any Police or Community Support Officer or any other Authorised Person.
  10. Staff training will be auditable and retained in English. These records shall demonstrate that all staff understand the requirements of Challenge 25 and their responsibilities with the Incident Book. The training will be made available upon request by any Police Officer, Community Support Officer or any other authorised person.
  11. In the event of an incident, the premises shall be preserved, to enable the Police to carry out a forensic investigation.
  12. Public Safety
  13. Emergency lighting provision will be provided to ensure Public Safety during power outage.
  14. Management safety plan will be in operation and reviewed annually. The following information will immediately be available to any Police Officer or Community Support Officer or any other authorised person.
  15. o Health & Safety Policy including Risk Assessments.
  16. o Fire Safety Policy which includes fire extinguisher testing, evidence of the fire alarm system tested weekly and steps taken to keep all emergency exits clear.
  17. o First Aid Policy which will record all trained First Aiders, check and replenishing stock within First Aid boxes (kept in the bar area) and details of the nearest defibrillator (Village Hall); Staff training will be recorded.
  18. The Prevention Of Public Nuisance
  19. Noise management plan will be in place and reviewed every twelve months.
  20. Amplified music and Amplified speech are not permitted after 22:30 hours on a Sunday evening.
  21. All external doors and windows must be kept closed, other than for access and egress, in all rooms when events involving amplified music or speech are taking place.
  22. The licensee shall ensure that clearly legible notices are displayed at all exits requesting patrons to respect the needs of local residents and to leave the premises and area quietly.
  23. The Protection of Children From Harm
  24. Acceptable forms of ID shall include a) a proof of age card bearing the PASS hologram logo. b) a passport. c) a UK photo driving license; or d) a military ID cards.
  25. All staff, whose responsibilities include the supply of alcohol, shall be trained on induction and annually thereafter, on:
  26. the terms, conditions, and restrictions of the Premises Licence.
  27. the prevention of unlawful sales of alcohol, and the likely consequence of making an unlawful sale, which shall include:
  28. :the operation of the "Challenge 25" scheme.
  29. :types of acceptable ID, recording challenges or the refusal
  30. Below are three pre-conditions that must be applied before the extended hours may be operated.
  31. The two windows in the North facing facade of the function room should be provided with further glazing to form triple glazing or to be blocked off to lessen noise break-out.
  32. The acoustic insulation of the fire exit at the East end of the function room should be enhanced by replacement of the door with a tight fitting heavy door, this door should not be opened during such times when licensed entertainment is taking place except in emergency.
  33. Details of a suitable noise limiting device shall be submitted to Sevenoaks District Council's Environmental Health Team (hereafter "the Council"). Upon approval by the Council, the noise limiter shall be installed and maintained in such a manner as to control all sources of amplified music at the premises. No regulated entertainment shall occur until after the noise limiter has been set at a level agreed with the Council. This level may be varied at any time if deemed necessary by the Council.

  35. Unless otherwise specified on this licence no regulated entertainment shall take place at the premises with the exception of pre-booked private events limited to the provision of music and dancing for pre-invited guests.
  36. EC0101 - Credit Sales (from original Justices Licence)
  37. Alcohol shall not be sold or supplied unless it is paid for before or at the time when it is sold or supplied, except alcohol sold or supplied:
  38. (a) with and for consumption at a meal supplied at the same time, is consumed with the meal and paid for together with the meal;
  39. (b) for consumption by a person residing in the premises or his guest and paid for together with his accommodation;
  40. (c) to a canteen or mess.
