A CCTV system shall be installed, maintained and must be in operation at all times that the premises are open to the public. Recorded images must: a) be of sufficient clarity to allow personal identification b) display the correct time and date of the recording, which shall be checked weekly for accuracy taking account of GMT and BST. These checks will be recorded c) provide coverage of: i. every public entrance or exit ii. all public areas including external areas and iii. any other location deemed appropriate by the Police or Licensing Authority. d) be retained for a period of at least 31 days e) be produced for a police officer or an authorised officer of the local authority to review on request and f) be exported to removable media (e.g. CD/DVD/USB device) but preferably able to be downloaded if requested by a police officer or an authorised officer of the local authority.
A member of staff capable of operating the CCTV system shall be present at all times the premises Training All staff involved in the sale or supply of alcohol will receive licensing training that includes appropriate precautions to prevent the sale of alcohol to persons under the age of 18, the signs and symptoms of drunkenness, the refusal of service due to intoxication and age verification policy. Records will be kept of such training which must be signed and dated by the member of staff who has received that training. All staff will receive refresher training every six months as a minimum and records shall be signed by the staff member, dated and retained. These records shall be made available to Police and Council upon request and shall be kept for at least one year.
A written record shall be retained at the location to list the staff that have been authorised to sell or supply alcohol following their training. This shall be made available to the Police and Council upon request.
Refusal log/Records A refusals / ID checks / incident book or computer record shall be maintained by staff. These records shall be retained for a minimum of 1 year and be made available to the Police and Council upon request.
Deliveries All deliveries of alcohol will be made to bona fide business or residential addresses without exception. Following revised Guidance issued under section 182 of the Licensing Act 2003, published April 2017.
Delivery staff shall record the details of all identification that is produced by persons receiving alcohol. The details of the identification, the linked order, the date and time of delivery and the address for the delivery of alcohol shall be retained and made available to produce to the Police or other responsible authorities upon request. Records shall be retained for no less than 12 months. All refusals to a delivery will be recorded as well.
No deliveries (in relation to licensable activities) to the premises shall take place between 23:00 hours and 07:00 hours.
During the hours of operation of the premises, sufficient measures will be taken to remove and prevent litter and waste arising or accumulating from customers in the area immediately outside the premises.
No collections of waste or recycling materials (including bottles) from the premises shall take place between 23:00 hours and 07:00 hours on the following day.
Challenge 25 A 'Challenge 25' proof of age policy shall be in place. The premises licence holder shall ensure that a system is in place to ensure that every individual who appears to be under 25 years of age seeking to purchase alcohol, receive delivery of alcohol or be supplied with alcohol at or from the premises, shall produce acceptable means of identification and age confirmation. Acceptable identification shall be as per the latest Home Office guidance. If the person is unable to produce acceptable means of identification, no sale, delivery or supply of alcohol will be made to or for that person
