- Door Supervisors conducting security activities as a condition of any premises licencepremises certificate shall be registered with the Security Industry Authority (S.I.A.) and shall display or be able to display the at least one of the following articles upon request by the Licensing Authority, the Police Authority, a responsible authority, andany other relevant authority including the Security Industry Authority (S.I.A.); A Security Industry Authority (S.I.A.) name badge. Proof of registration to the Security Industry Authority (S.I.A.) scheme allowing them to carry out security activities at licensed premises.
- Prevention of Crime & Disorder
- Entrances to the licensed site shall be staffed with SIA security at all times
- 2.. When the premises opens 8 SIA registered staff will be employed at the premises, these staff will be on duty prior to opening to the public and remain until 30 minutes after the premises closes to the public."
- Stewarding staff will be on site at a ratio set out in the event management plan (see condition 6)
- The event management plan will include details of a training briefing to be attended by all stewards regarding the licensing objectives and their duties on promotion of them
- An event management plan shall be supplied to the Police and MBC at least 8 weeks before an event for all events where numbers exceed 500 and the SAG shall confirm its sufficiency by 14 days before the event date. In the event of this not being accepted the plan can be referred to a Licensing Act 2003 Sub-Committee by either party prior to any event taking place.
- For events of under 500 people there shall be a minimum of 20 stewards to patrol the perimeter with radio communication equipment and using established communication protocols and in any event a sufficient amount to deter unauthorised access. Public Nuisance
- There shall be no amplified sound after midnight on any night
- No acoustic music after midnight shall have more than 2 musicians playing at the same time on the licensed area
- The box office and main entrance shall be open between 10:00 and 22:00 only on event days
- The perimeter fence shall be repaired as soon as possible if damaged or it becomes insecure during the period of the licensable activities
- The location of car parking and all temporary structures shall form part of the events management plan (see condition 6) for events under 500 the proposed site layout shall be advised to the Police and MBC and approved at least 14 days prior to commencement of the event. Any failure to agree layout can be referred by either party to the Licensing Act 2003 Sub-Committee.
- Crime and Disorder
- Admission shall be by advance ticket allocation only.
- Access to the licensed area shall be via one public entry point only with access restricted to the clearly displayed opening times for event customers and these times shall be included in advance event information to event customers.
- Customers shall be advised in advance event information to safeguard their possessions at all times and not to leave valuable items unattended.
- Perimeter lighting shall be provided during the hours of darkness on licensed days.
- Stewards shall patrol the car parking area/s at regular intervals. Public Safety
- A fully qualified and experienced welfare team will be available on a 24 hour basis.
- At least one fully qualified and experienced first-aider will be available on a 24 hour basis.
- Fire lanes, fire-points, fire extinguishers and safety equipment shall be clear, accessible and functioning and personnel qualified to deal with fire incidents shall be available at all times.
- Clear instructions on how to obtain assistance, including first aid will be posted around the licensed area.
- Fully qualified plumbers and electricians shall be employed to maintain all equipment used.
- Personnel employed in the children's' and welfare area shall be CRB checked and suitable for such employment.
- All stewards shall be trained to help customers be mindful of their safety.
- All vehicle movements shall be restricted in publicly accessible areas when an event is taking place and a speed limit of five miles an hour shall be imposed on site.
- There shall be sufficient lighting on site to enable the safe movement of people around the event site after dark, with brighter site perimeter lighting.
- Radios shall be used operationally on site, between site personnel, using established communication protocols, to optimise staff deployment and responsiveness.
- An experienced site manager shall be employed for the full duration of each event.
- The number of attendees shall be recorded and staff shall be aware of the number of persons on site.
- A logbook - in either electronic or handwritten format - shall be kept detailing all incidents that involve any allegation of trouble involving members of the public that occur or complaints received due to activities at the premises. This will be a bound book if handwritten and will detail the following: a. The day, date and time of the incident or complaint b. The member of staff making the entry c. All members of staff involved in the incident d. An account of the incident or complaint e. Details of any persons injured, and the injuries sustained f. Any other details thought relevant. g. Each entry will be signed by the person making the entry and by the site manager" Prevention of Public Nuisance
- Reasonable steps will be taken to minimise the impact of any public nuisance to the local community through establishing responsive liaison.
- There shall be liaison with neighbouring local residents. Adjacent neighbours to the site will have steward points on or near their property which are responsive to any operational developments. Such neighbours shall also be provided with the telephone numbers of appropriate security and steward managers which will provide 24 hour contact should any complaints arise.
- There shall be a clearly identified system to allow local people to contact the event organiser to raise issues or provide feedback. This shall be by displayed telephone number or e mail address which shall be regularly monitored and responded to.
- All music and performance shall be of a low key nature and run on renewable technology, with limited power output available.
- The licenceholders shall have established procedures to closely monitor the sound impact of the events.
