  1. Strong management controls and effective training of all staff, including attention to the sale of alcohol to underage guests. Zero tolerance of drunk and disorderly guests and drug use or violence/anti-social behaviour. DPS will enforce agreements for all staff to sign. Challenge 25 posters will be clearly positioned, and EPOS system will be programmed to question guest age before proceeding with transaction.
  2. A high definition CCTV system must be fully operational and recording at all times the premises is open to the public. Recorded footage must show an accurate time and date stamp. Cameras must be positioned to cover all public areas including all entrances, exits and external areas. The system must be checked weekly to ensure that it remains fully operational and the correct time and date are showing on the system. These checks must be recorded. The Premises Licence Holder must ensure that all recorded footage is retained for a minimum of 31 days. Recorded footage must be provided to police and local authority officers following any request which complies with the Data Protection Act. The Premises Licence Holder must ensure a member of staff, trained in the use of the CCTV system is on duty at all times the premises is open to the public.
  3. Training All staff involved in the sale of alcohol must receive comprehensive training in relation to the sale of alcohol. No member of staff shall be permitted to sell alcohol until such times as they have successfully completed this training.

  6. This training shall be documented and records kept on the premises. Police and any responsible authority officers shall have access to an individual's training records upon request.
  7. Refusals All refusals of the sale of alcohol must be recorded. These records must include the date and time of the refusal, the reason for the refusal and the name of the staff member making the refusal. Records must be kept for a minimum period of 12 months and provided to responsible authority officers upon request.
  8. Membership The Premises will be operated as members only from 21.00hrs daily. After 21.00hrs each day, proof of membership must be provided by anyone attending the premises. Guests are permitted; they must be signed in by a member and must provide identification. Details including name, address and DOB of all guests must be recorded and retained at the premises for a period of 31 days.   9. Access Customers may not migrate between the ground floor premises and first floor premises after 01:00 each day. External access may be used after this time.

  11. Respect for neighbours encouraged. Deliveries will be carried out at times not to cause public disruption.
  12. Challenge 25 The premises licence holder shall ensure that a system is in place to ensure that every individual who appears to be under 25 years of age seeking to purchase alcohol, receive delivery of alcohol or be supplied with alcohol at or from the premises, shall produce acceptable means of identification and age confirmation. Acceptable identification shall be as per the latest Home Office guidance. If the person is unable to produce acceptable means of identification, no sale, delivery or supply of alcohol will be made to or for that person.
  13. The premises licence holder shall ensure that, where regulated entertainment is being provided beyond 23:00, all doors and windows to the exterior of the premises are closed after 23:00 and remain closed (save for emergency access/egress) until the regulated entertainment ceases.
  14. The premises licence holder shall install a noise limiting device that will distort or shut off music when a pre-determined limit has been reached, as agreed in writing with Environmental Health.
  15. Noise Management Plan No live or recorded music shall take place at the premises until a Noise Management Plan has been submitted in writing to, and agreed in writing by, Havant Borough Council's Environmental Health Team. Once agreed it shall be fully implemented thereafter.
  16. The Noise Management Plan shall include: a. Supervision and management of the noise limiter. b. Keeping windows and doors closed after 23:00 hrs when music is playing. c. Alternative systems of ventilation and cooling. d. Sound insulation measures required to prevent breakout of noise from the building. e. Control of patron noise outside the building. f. Procedure for dealing with complaints of noise and corrective action taken. g. Procedure and locations for proactive monitoring.
  17. Noise Monitoring A scheme of noise monitoring shall be agreed by the Environmental Health Team to ensure that breakout of noise from the premises shall not be audible at the nearest residential property.
