Licence conditions (15)
- Where a premises licence authorises the sale of alcohol, the licence must include the following conditions:
- The premises licence holder shall ensure all staff are trained in responsible alcohol retailing. This training can be done in house and the training records should be kept on the premises and must be made available for inspection by an authorised officer of the local authority or an authorised member of Suffolk Constabulary immediately upon request. This training must be updated every six months. All staff will receive training so that they are aware of the premises licence and the requirements to meet the four licensing objectives with attention to: No selling of alcohol to underage people No drunk and disorderly behaviour in the premises area Vigilance in preventing the use of illegal drugs at the retail area No violent and antisocial behaviour No harm to children The prevention of crime and disorder
- The premises licence holder shall install and maintain a comprehensive CCTV system. CCTV will cover all public areas where licensable activities take place, including entry and exit points. The CCTV system shall continually record whilst the premises is open for licensable activities and when customers remain on the premises. All recordings shall be stored for a minimum period of 31 days with date and time stamping. Recordings shall be made available immediately upon the request of Police or an Authorised Officer. A staff member who is able to operate the system shall be on the premises at all times when the premises are open to the public. This staff member will be able to show recordings to Police or an Authorised Officer with minimum delay when requested and be able to download video onto a disc or memory stick, which can be played back on a computer or other digital retrieval system, within 24 hours of a request for download. The CCTV system will be regularly checked to ensure that it is functioning correctly.
- The premise licence holder shall ensure there is clear signage prominently displayed advising customers of CCTV being in operation.
- The premises licence holder shall ensure a document checking of the CCTV shall be completed weekly to ensure all cameras remain operational and the 31 days storage for recordings is being maintained.
- The premises licence holder shall ensure that an incident log will be maintained at the premises to record all incidents. The entry for each incident will be entered into the register within one hour of the incident taking place and will show the date, time and a description of the incident. Each entry will be kept in the register for a minimum of 12 months and must be made available for inspection by an authorised officer of the local authority or an authorised member of Suffolk Constabulary immediately upon request. This includes but not limited to Complaint made to premises alleging nuisance or anti- social behaviour by persons attending or leaving the premises and all refuse to sell alcohol
- The premises licence holder shall not sell super strength beer, lager or cider with an alcohol content of 6.5% ABV (alcohol by volume) or greater. This restriction shall not apply in respect of the specialist branded, premium priced, products - for example craft ales, local or micro-brewery specialist products, boxed gifts or national celebratory/commemorative beer, lager or cider with an alcohol content of 6.5% ABV or greater. - The premises licence holder shall ensure that all exit routes and public areas shall be kept unobstructed and shall have non-slip and even surfaces.
- The premises licence holder shall ensure that Fire Risk assessments and emergency plans are up to date with current legislation at all times.
- The premises licence holder will ensure that all equipment, lighting, alarms are maintained and in full working order.
- The premises licence holder shall ensure that suitable first aid equipment and materials are available on the premises. The prevention of public nuisance
- The premises licence holder shall ensure arrangements are in place preventing the collection of waste by contractors does not happen between 21:00 and 07:00.
- The premises licence holder will ensure that no persons shall be allowed to leave the licensed area in the possession of any open drinking vessel or open glass bottle.
- The premises licence holder shall ensure that there is clear signage in a prominent position near the exit requesting customers to be respectful of others when entering or leaving the premises. The protection of children from harm
- The premises licence holder shall ensure a Challenge 25 policy will be implemented requiring all customers who appear to be under the age of 25 to produce photographic identification in the form of a passport, driving licence or proof of age scheme (PASS) approved identification, before alcohol can be supplied or sold to them. All staff will be instructed, through training, that alcohol cannot be supplied or sold unless valid identification is produced. The premises licence holder shall ensure that notices are prominently displayed in the premises to advise patrons and staff that a ‘Challenge 25’ scheme operates in the premises.
