- The premises shall operate a Challenge 25 policy, whereby any person who appears under 25 years of age shall be required to provide proof of age using an acceptable form of ID. The only acceptable forms of ID that may be accepted in respect of the sale of alcohol shall be: a. proof of age card bearing the PASS hologram logo; b. passport; c. UK photocard driving licence; or d. other ID with the prior written approval of the Licensing Authority.
- A challenge book, or similar record, a version of which shall be kept in English, shall be kept at the premises in which must be recorded forthwith the date, time and circumstances under which any attempted purchase by a young customer has been challenged. This book or other form of record must be immediately made available for inspection by any police officer, community support officer or authorised officer upon demand.
- Notices shall be displayed in a clear and prominent position, a) inside and outside the premises: advertising that the premises operates a "Challenge 25" policy; and warning adults that it is an offence to buy alcohol on behalf of anyone under 18 years of age. b) at the entrance to the premises: Stating that a maximum of two unaccompanied children shall be permitted on the premises at any one time; and Providing neighbours with a name and telephone number of the person they should contact regarding the premises.
- The premises shall operate a clear glazing policy above 1 metre measured from the internal floor level, shall be kept at the premises so that staff can have an unobstructed view of the outside of the premises. The only exception to this policy shall be those notices required to be displayed by law in that location or as a condition of the Licence.
- All staff whose responsibilities include the retail sale of alcohol shall receive training on induction and at every six months thereafter on line with the National Licensee Certificate for Personal Licence Holders on: a) the prevention of underage sales of alcohol which will include: Operation of the Challenge 25 scheme; Types of acceptable ID; Method of recording challenges; Likely consequence of making an underage sale. b) refusing sales of alcohol to persons who appear to be drunk; c) proxy sales; and d) the operation of the CCTV equipment. Such training shall be recorded and these records shall immediately on request be made available for inspection by any police officer, community support officer or authorised officer upon demand. These records shall include the dates of the training and the training given.
- All individual containers of alcohol (or the outer packaging of multipacks where individual containers are inaccessible) shall be marked with a label showing the name and address of the premises. In all cases, the mark or label shall be present and legible whilst the container is exposed for sale and at the time of sale.
- No sale of alcohol shall be made unless the Designated Premises Supervisor or a Personal Licence Holder is present in the retail area of the premises.
- The following alcoholic beverages shall be kept behind a staffed counter: Mixed alcoholic beverages under 10% a.b.v Beers or ciders over 5.5% a.b.v; and All spirits in bottles less than 70ml.
- At regular intervals to empty any waste bins outside the shop and to clear up any rubbish deposited by their customers.
- The CCTV system the premises shall: a. be maintained fully operational and in good working order at all times; b. make and retain clear images that include the points of sale of alcohol and facial images of the purchasers of alcohol c. show an accurate date and time that the images/ recordings were made; and d. All images shall be retained for a period of not less than 31 days.
