Licence conditions (13)
  1. A CCTV system shall be installed at the premises. The CCTV system shall be maintained in working condition and record for 24 hours every day. Recordings shall be retained for a minimum of 28 days and shall be made available to an authorised officer of the Licensing Authority or the Police immediately upon request and shall be of evidential quality. The equipment shall have a suitable export method i.e. CD/DVD/USB facility so that an evidential copy can be made and given to the police or officers of the Council within 48 hours of a request. The copy shall be in a format that can be viewed on readily available equipment without the need for specialist software. No image quality shall be lost when making the copy.
  2. There shall be cameras at the retail entrances which capture full frame shots of the heads and shoulders of all people entering the premises sufficient to enable those persons to be identified.
  3. A staff member from the premises who is conversant with the operation of the CCTV system shall be on the premises at all times when the premises are open to the public. This staff member must be able to show recordings to a Police Officer or authorised council officer immediately upon request.
  4. Signs shall be displayed in the customer area to advise that CCTV is in operation. Should the CCTV become non-functional this shall be reported immediately to the Licensing Authority. No alcohol shall be sold if the CCTV equipment is inoperative for any reason.
  5. Beers, lagers, stout and ciders sold at the premises shall not exceed 6.5% alcohol by volume.
  6. No single can or bottle of a) beer, b) lager, c) stout, d) cider, or e) a mixed alcoholic beverage under 660ml shall be sold from the premises.
  7. Documented delegation of authorisations to sell alcohol shall be maintained at the premises and shall be available immediately upon request by an authorised officer of the Licensing Authority or the Police. This written record shall contain the full name, home address, date of birth and national insurance number of each person so authorised. The record shall be kept on the licensed premises and made available for inspection by an authorised officer of the Licensing Authority and the Police.
  8. Spirits shall be located behind the sales counter so that they cannot be manually selected by customers.
  9. There shall be no promotional sales of alcohol at the premises where alcohol is sold at a price lower than that at which a) identical drinks, or b) if there are not, or have not been, any identical drinks: similar alcoholic drinks are sold, or are usually sold, on the premises.
  10. A clear notice shall be displayed at every exit from the premises to instruct customers to respect the needs of local residents and leave the premises and the area quietly.
  11. Deliveries relating to the licensed activities shall take place only between 09:00-17:00 on any day.
  12. An incident log shall be kept at the premises and made available on request to an authorised officer of the Licensing Authority and the Police. The log will record the following: a) all crimes reported to the venue, b) all ejections of customers, c) any incidents of disorder (disturbance caused by either one person or a group of people), d) any faults in the CCTV system or searching equipment or scanning equipment, and e) any refusal of the sale of alcohol.
