Licence conditions (21)
  1. Where a premises licence authorises the sale of alcohol, the licence must include the following conditions:
  2. Blyth Barn is located on a Private Estate and will therefore not accessible to the general public.
  3. Blyth Barn will be promoted as an inclusive venue which is respectful of its rural setting and position within the community. It will be run as part of the Wilderness Reserve brand which is a professional business with extensive experience operating in these environments and ensuring the surrounding area is respected at all times.
  4. The licence holder shall ensure all staff are trained in responsible alcohol retailing and protection of children from harm. This training can be done in house and the training records should be kept on the premises and must be made available for inspection by an authorised officer of the local authority or an authorised member of Suffolk Constabulary immediately upon request. This training must be updated every six months. Prevention of crime and disorder
  5. The premises licence holder will ensure there is onsite management to ensure these events are run smoothly and the management will have direct contact with neighbours and the Parish Council.
  6. Many of the events will occur during the day only, those that run later will be contained within Blyth Barn where they will be run by the onsite management team.
  7. Blyth Barn management will also follow a proven management strategy involving 24-hour onsite staffing and careful management of the event timings and guests.
  8. The premises licence holder shall install and maintain a comprehensive CCTV system. CCTV will cover all public areas where licensable activities take place, including entry and exit points. The CCTV system shall continually record whilst the premises is open for licensable activities and when customers remain on the premises. All recordings shall be stored for a minimum period of 30 days with date and time stamping. Recordings shall be made available immediately upon the request of Police or an Authorised Officer. A staff member who is able to operate the system shall be on the premises at all times when the premises are open to the public. This staff member will be able to show recordings to Police or an Authorised Officer with minimum delay when requested and be able to download video onto a disc or memory stick, which can be played back on a computer or other digital retrieval system, within 24 hours of a request for download. The CCTV system will be regularly checked to ensure that it is functioning correctly.
  9. The premises licence holder and DPS shall always maintain an incident book on the premises. The book shall detail any incident/injury/ejection/refusals/drug misuse/seizure/age challenge. Such matters shall be timed, dated and signed by the author and produced to Police and/or Authorised Licensing Officers on demand. Public safety
  10. The premises licence holder will ensure that the Wilderness Reserve team will abide by all appropriate health and safety legislation and supporting risk assessments in the interest of public safety.
  11. The premises licence holder shall ensure that all guests staying on the Estate will receive a briefing during the check-in procedure when they arrive. This will cover, fire evacuation points, what to do in an emergency, location of fire exits, requirement to keep road access clear for emergency services.
  12. There will be visible fire evacuation notices in each property and displayed in the communal areas of Blyth Barn. All fire exits will be clearly marked.
  13. The premises licence holder shall ensure that there will be members of staff in attendance during events where guests are present who are Fire Marshall and First Aid Trained. Prevention of public nuisance

The premises licence holder shall ensure that all windows and doors will be closed by 23:00 hours to reduce noise pollution. 1.1 Base levels/volumes may be asked to decrease/be lowered at any time at the discretion of the Wilderness Reserve staff member on duty at that time. 1.2 Unamplified/acoustic music can be played indoors or outdoors until 23:00 hours. 1.3 There will be on site staff throughout all events monitoring noise levels and closing windows and doors if necessary.
  15. The premises licence holder shall ensure that the Music Noise level (internal or external) during any event emitted by amplified equipment to be controlled by acoustic limiting devices which are set up by a qualified acoustician to the levels set out in Table 4 of the report of Peter Rogers dated 7th November 2024.
  16. The premises licence holder will ensure that noise from people using the outside areas of the venue will be controlled by an active management process defined in a noise management plan during the evening and night hours.
  17. The premises licence holder shall ensure that noise from the car park shall be minimised by a noise barrier to a specification required to achieve at least 11db reduction in car door slams.
  18. The premise licence holder will ensure that the total plant noise emissions as a rating level shall not exceed a Law of 85db before 23:00 hours and 75db(A) after 23:00 hours. A plant noise assessment for the scheme should be submitted to East Suffolk Council demonstrating how this can be achieved.
  19. The premises licence holder will ensure that a noise management plan shall be prepared in consultation with East Suffolk Council’s Environmental Protection Team prior to any licensable activities taking place. Any licensable activities must be carried out strictly in accordance with the submitted noise management plan. Protection of children from harm
  20. All children onsite should be supervised and therefore be the responsibility of their parent(s) or guardian(s).
  21. A Challenge 25 policy will be implemented requiring all customers who appear to be under the age of 25 to produce photographic identification in the form of a passport, driving licence or proof of age scheme (PASS) approved identification, before alcohol can be supplied or sold to them. All staff will be instructed, through training, that alcohol cannot be supplied or sold unless valid identification is produced. The premises licence holder shall ensure that notices are prominently displayed in the premises to advise patrons and staff that a ‘Challenge 25’ scheme operates in the premises.
