Licence conditions (38)
  1. Door Supervisors
  2. Only door supervisors registered with the Security Industry Authority shall be used to control the premises.
  3. 18th birthday parties shall not be permitted on the premises.
  4. There shall be a personal licence holder on duty on the premises at all times when the premises are open to the public and authorised to sell alcohol.
  5. The premises shall produce and maintain an operations manual (the "Operations Manual") containing this Licence together with all the policies for the compliant operation of the premises. That Operations Manual shall include the search and entry, drugs, responsible alcohol service and dispersal policies. All staff working at the premises, including management, shall receive documented training on the contents of the Operations Manual when they start employment and at least every six months thereafter.
  6. All staff working at the premises shall sign for their receipt and understanding of the Licence conditions consistent with the operating schedule.
  7. The Operations Manual shall be retained at the premises and shall be available for inspection by Police Officer, Community Police Officer or Authorised Officer of the Local Authority on request.
  8. The premises shall be subject to independent audits within 3 months, 6 months and 9 months from 12 March 2015. The audit reports shall include, but not be limited to, compliance with the Operations Manual and the terms conditions and restrictions of this Licence. The audit reports shall be sent direct to the Licensing Authority on completion by the independent auditor.
  9. The bars at basement, ground and first floor levels shall be equipped with a radio enabling staff to call for assistance from the premises' security team when required.
  10. All security staff shall wear reflective tabards.
  11. A hard copy of an incident log shall be retained in the ground floor reception area for inspection by any Police Officer, Community Police Officer or Authorised Officer of the Local Authority on request. The incident log shall also record incidents arising outside or in close proximity to the venue, whether or not involving customers of the premises.
  12. Security staff equipped with radios shall undertake at least every 30 minutes a patrol the premises to detect those under the influence of alcohol or whose presence or behaviour may be potentially detrimental to the licencing objectives.
  13. No persons under the age of 18 will be admitted to the premises unless they are accompanied onto the premises by their parent or a legal guardian. The parent or guardian must be identified in a written record kept by the premises and if they should leave the premises then the person aged under 18 must do so too. The written record shall be kept on the premises for at least one year and made available to any Police Officer, Community Police Officer or Authorised Officer of the Local Authority on request.
  14. An 'event specific' risk assessments shall be completed on every occasion that the premises is open to the public. Staff will be fully briefed in respect of the requirements of this risk assessment in advance of an event taking place. These risk assessments shall be kept on the premises for at least one year and made available to any Police officer, Community Police Officer or Authorised Officer of the Local Authority on request.
  15. The CCTV serving the premises will record in real time.

  23. At all times when licensable activities are provided, door supervisors shall be provided until the close of business. The number of supervisors provided shall be in accordance with the risk assessment completed by the security company employed at the venue. Note: Also see conditions 7, 8, 10 and 23 of Annex 4
  24. A staffed clubscan or similar devices shall be in operation at the entrance of the premises from 20:00 hours until the terminal hour of the premises to vet all customers wishing to enter the premises. All records stored on the clubscan or similar device shall be made available for inspection by a Police Officer, a Community Police Officer or authorised officer of the Local Authority on demand.
  25. The acoustic fence to the roof terrace shall be maintained at a minimum height of 1.8 metres.
  26. Signs shall be placed near the exits requesting that customers leave the premises quietly and disperse quickly.
  27. No Under 18's shall be admitted to the premises except when a bona fide function is provided. Note: Also see condition 11 of Annex 4

  29. The premises shall operate in accordance with the "Challenge 25" scheme. This means that whilst alcohol may be sold to persons aged 18 years or over, any person who appears under 25 years of age shall be required to provide proof of age using an acceptable form of ID.
  30. The only forms of ID that may be accepted in respect of the sale of alcohol shall be a: a) proof of age card bearing the PASS hologram logo; b) passport; or c) UK photo driving licence;
  31. Notices advertising that the premises operates a "Challenge 25" scheme shall be displayed in a clear and prominent position at the premises entrance(s)/and inside at the premises bar servery area.
  32. A book, or other form of record shall be kept (a version of which must be in English) in which shall be recorded the date, time and circumstances of the following: a) any challenge made in accordance with the "Challenge 25" scheme and; b) any disorder, ejection or other relevant incident that occurs on the premises This book or record shall be kept on the premises at all times they are open and made available for inspection forthwith upon demand by any police or community support officer or authorised person . Management shall regularly check the book to ensure all staff are using it. Note: Also see conditions 3, 4, 5 & 12 of Annex 4
  33. The CCTV system serving the premises shall: a. be maintained fully operational and in good working order at all times; b. make and retain clear images that include the points of sale of alcohol and facial images of the purchasers of the alcohol; and c. show an accurate date and time that the images were made. Note: See also conditions 13 of Annex 4
  34. All CCTV images shall be retained for a period of not less than 31 days and the original CCTV images, or a copy , shall be provided upon demand to any police officer, community support officer or authorised person. The original, or a copy, of CCTV images shall be provided in a format that can be viewed on readily available equipment without the need for specialist software.
